Moorabool Shire’s Economic Development Strategy recognises agriculture as a prospective industry key to the region’s future, with several initiatives already in place, and with the intent to nurture growth, investment and continued business success.
An additional 28,635 residents are expected to be living in Moorabool Shire by 2041, building on the current 2020 population of 35,000. Moorabool Shire is one of Australia’s fastest growing municipalities.

Parwan Employment Precinct aims to meet the employment need of the current and future population, along with further ensuring Victoria’s future food security.

Parwan is equidistant to Melbourne, Geelong and Ballarat, and is already home to a cluster of agricultural enterprises, along with water treatment and aviation, and a nearby logistics operation.
Parwan Employment Precinct is currently zoned to a mix of Farming Zone (FZ), Special Use Zone 1 (SUZ1), Industry 1 Zone (IN1Z), and Comprehensive Development Zone 1 (CDZ1). Several planning overlays apply to the land. It is recommended that potential investors speak with the Victorian Planning Authority or contact the Moorabool Shire Economic Development team on 03 5366 7100 before finalising plans.
Moorabool Shire Council is working closely with Victorian Planning Authority (VPA) to progress the planning for this precinct. The VPA are the planning authority for the Parwan Employment Precinct, and have engaged a number of consultants to prepare technical background studies, such as Aboriginal cultural heritage, post-contact heritage, high level servicing, biodiversity, etc.
These background studies will assist the VPA and Moorabool Shire Council to further realise the vision for Parwan Employment Precinct.
